Public Commissions in Nigeria

Public Commissions, often referred to as extra-ministerial departments or statutory bodies, are established by the Nigerian Constitution to perform specific administrative, regulatory, and oversight functions. These bodies are designed to be independent of the regular civil service ministries to ensure efficiency, impartiality, and professionalism.

1. The Civil Service Commission (CSC)

The CSC is responsible for the management of the human resources of the civil service. Its primary objectives include maintaining a merit-based system and ensuring discipline within the service.

• Functions: Recruitment of qualified personnel, promotion of civil servants, transfer of workers between departments, and disciplinary control.
• Problems: Political interference from the executive, nepotism, ethnicity (federal character versus merit), and inadequate funding.

2. The Public Complaints Commission (PCC) - The Ombudsman

Established in 1975, the PCC serves as a watchdog to protect citizens against administrative injustice, high-handedness, and corruption by government officials.

• Functions: Investigating complaints against public officers, resolving disputes between citizens and government agencies, and recommending remedial actions.
• Constraints: Lack of executive powers to enforce its decisions (it only recommends), limited publicity of its services, and the 'Official Secrets Act' which hinders access to information.

3. Electoral Commissions (e.g., INEC)

Nigeria has seen various iterations like FEDECO, NEC, NECON, and currently the Independent National Electoral Commission (INEC).

• Functions: Registration of political parties, registration of voters, delimitation of constituencies, and the conduct of elections.
• Problems: Logistic challenges, electoral violence, lack of financial autonomy, and susceptibility to litigation.

4. National Boundary Commission (NBC)

The NBC is tasked with managing internal and international boundary disputes involving Nigeria.

• Functions: Resolving inter-state and intra-state land disputes, defining boundary lines, and promoting peace in border communities.
• Problems: Technical difficulties in mapping, resistance from local communities, and insufficient funding for demarcation exercises.

5. Other Key Commissions

• National Population Commission (NPC): Conducts census and collects demographic data.
• Code of Conduct Bureau (CCB): Ensures public officers adhere to the code of conduct and assets declaration.
• Federal Character Commission (FCC): Ensures equitable distribution of posts and resources among the states.
